This packet contains information about all the events offered in the games as well as hotels and car rentals offering special rates, and social event information.  The general information section in the book will hopefully answer all of your questions, but please call either of the directors if anything is still unclear.  You can also contact the directors if you have trouble reaching the coordinator of your event.         

 

Every person entering the games must fill out the application contained in this packet, and attach a signed waiver, which is also in this packet.  We do not contact you to confirm that we received your entry, however, it would be beneficial for you to call or e-mail Coy Johnston to find out if it was received.  Coy.Johnston@cityofmesa.org     Wk: 480-644-4909

 

Once you have mailed off your entry and made all your travel arrangements, there is still one important step that each competitor must follow.  Every person must physically appear at the host hotel and show their identification prior to their event. This cannot be done for another person.  Each person must show up and identify his or her self at registration to prove they fit the eligibility requirements.

AGENCY COMPETITION

 

All agencies are in competition against each other for awards and bragging rights

 

·        Agencies are divided into 9 categories according to the amount of employees at the agency.

(not just sworn employees, but all full time employees)

 

·        Each competitor who wins a medal will win points for his or her agency.

Gold Medal……..        5 points

Silver Medal……         3 points

Bronze Medal…..         1 point

 

·        It is crucial that competitors list their agency size in the appropriate space on the application.

 

·        The MPFAA computer program will tally up the results and show whom the top three agencies are in each division.  The agency winners will be recognized in future publications.

 

Suggestion

 

·        Try to get employees to enter the events that really rack up medals such as track and field, and team events.  Try to enter several events by playing day and night events.

Important Information for Newcomers

 

Welcome to our Games!

 

 

This will be the fourth Annual Police/Fire Games hosted by the City of Mesa.  The logistics of a Police/Fire Games may be different than anything a person has ever experienced, so this page is to help new entrants get registered properly and enjoy the overall experience of the games.

 

Each competitor must fill out an application form and sign his or her own waiver of liability.  Each competitor must pay the entry fee prior to the deadline.  The entry fee is $50.00 and the deadline is September 20th, 2004.  People can still enter most events after the deadline, but some events need to close in order to do bracketing.  Any applications after the deadline are subject to a $10.00 late fee.  Each competitor must check in at the registration room prior to competing, and show their identification.  The registration room for this year’s games is at the Holiday Inn at Country Club and Highway 60.  Each competitor receives a designator of some type that proves they registered. 

 

At the registration room there are maps and rules for all the events.  A person is able to obtain any last minute changes to events, or get information for the first time.  There will be souvenirs sold at registration and some festive activities taking place throughout the day.  Coaches and competitors would also be able to leave messages for other participants, or even recruit new team members if their own team members have cancelled at the last minute.

 

The Mesa Police/Fire Games offers individual medals for the top three places in all events.  There is also an agency competition that takes place.  All competitors are entered into the agency competition.  The agency competition is divided up into different categories based on agency size.  Any person winning a medal scores points for the agency they represent.  Every competitor must enter as a representative of an agency that is qualified under our guidelines.

 

Competitors may enter all the events they wish without paying an additional entry fee.  There are some additional fees added to a few events such as golf, and hockey, but the entry fee is only paid one time for everything.  A person can play softball during the day, and basketball at night, and do it all for the $50.00 entry fee.

 

In addition to entering all the sports a person desires, there is also a social event open to all competitors free of charge.  This is a picnic type party held on Thursday October 14th, in which free food and drinks are served to all the attendees.  Spouses and other family members (and friends) are also admitted for free.

 

If someone has a hardship registering prior to the start of an event, there are other options available, but every person must eventually register at the host hotel.  Contact Coy or Rod Johnston to make special arrangements if needed.  Not making arrangements and not registering prior to competition can possibly disqualify a person for an event.

General Information

 

 

BAD WEATHER DISCLAIMER

 

The games have never been totally cancelled due to inclement weather, but often there have been adjustments to schedules involving shorter games, or fewer games.  There is no guarantee of a full refund due to bad weather.  If games are shortened, or a complete tournament format is shortened, the costs may still be incurred by the MPFAA for the usual expenses.  On extreme situations, there may be partial refunds awarded.

ELIGIBLE PARTICIPANTS

 

·         All full time employees of agencies listed in the National Law Enforcement Manual.

·         All full time and volunteer fire fighters who have completed the certification required by their state.

·         Any full time employees of agencies that have been allowed to play in past games in Arizona, California, or Nevada.

 

APPLICATIONS & REFUNDS

 

The entry deadline for applications is September 20,  2004. Any application postmarked or received after that date is subject to a $10.00 late fee. Entry forms must be complete and LEGIBLE, and the waiver must be signed. Any person requesting a refund of an application fee due to their inability to compete must make the request in writing (e-mail is okay) to the MPFAA at:  P.O. Box 31927 Mesa, Arizona 85275.  You may not receive a refund if you are on a team that backed out of a tournament late.  No Refunds are guaranteed.

·         Any spouse of an eligible person.

·         Any reserves who have completed the certification required in their state.

·         Court employees, Game and Fish employees, IRS employees, Child and Adult Protective Services employees.

·         Invited Guests ( If anyone feels they should be allowed to participate, but do not fit the listed criteria, call Coy or Rod Johnston for clarifications or exceptions)

·         If you meet the above criteria, you are eligible immediately. (No 180 day rule).

REGISTRATION

 

All competitors are required to register in person at the registration table located at the host hotel, prior to reporting for their event for competition. ID from your agency will be required. Competitors will be required to have departmental and Police/Fire Games ID with them at each and every site. If you are qualifying as a spouse, you need to present your spouse’s ID. A photocopy will do.

Registration will be at the host hotel. Holiday Inn at Country Club and Superstition Freeway, Mesa, Az.

ELIGIBILITY CLARIFICATIONS

 

There have been many situations in the past in which a person did not qualify for the games due to some rule technicality.  The “Invited Guest” category is for the purpose of making sure the right people are able to join us and the wrong people are kept out of the games.  This will hopefully eliminate any cheating by those who don’t quite fit the guidelines.  If anyone does not fit the listed criteria, or isn’t quite sure, you need to contact Rod or Coy Johnston for clarification and permission to participate.  If you are listed as an invited guest, you will be placed on an approved list. 

It is our goal to not allow special guests just for the purpose of strengthening the power of a team.

There used to be a rule of being hired for 180 days.  That rule no longer exists.  You can play the day you are hired or become a volunteer.

The Mesa Police/Fire Athletic Association is continuing to work on setting up an e-mail network to include all participants and any agencies that submit their employee e-mail lists to be entered into the files.  It is important to list an e-mail address on the application so you will be included in the Mesa Police/Fire Games Information Network.  Info will be mailed out to every participant.  If you change your e-mail during the year, please inform us.

General Information

 

 

 

DEADLINE

 

The deadline for applications is September 20th, 2004.  After that date there will be a $10.00 late fee added to your entry fee.  There are several events that can still be entered after the deadline, but most team events and bracketed events have to close in order to organize the tournaments.  No guarantees for entry after the deadline.

In some cases, a team event may still have an open slot available right up until the games start.  If you are planning to enter a team event, please call and inform the coordinator to make sure your team gets entered.

TEAM SPORTS

 

The MPFAA policy for sending in team applications is  fairly lax, and we will continue to be as helpful as we can. We do not require the coach to send in every application at one time, however it would really benefit us, as well as the coach, to do so. We require five (5) applications to hold a spot for a team in softball, football, soccer, hockey, and baseball.  Basketball teams need to send in at least three (3). The other members of the team can send in their own apps, or enter late and pay the late fee, if they wish to do so.

 

HOST HOTEL DIRECTIONS

 

The host hotel is the Holiday Inn at 1600 S Country Club Mesa, AZ. The hotel is at the Southwest corner of Country Club Drive and the Superstition Freeway, also known as Highway 60. From the I-10 Freeway that comes from Tucson and shoots up West through Phoenix, you exit Eastbound at Highway 60. The 60 is located North of the Baseline exit, and South of the Broadway exit. Continue East for approximately 8 miles and exit at Country Club. Turn right (South).

From the airport, you can get to the I-10 by going Eastbound from the airport and then going South on the 143, also known as the Hohokam Expressway. It will take you to the I-10.  Go left (East) and then left again on the 60 (East), which will be right away.

The 2005 Mesa Police/Fire Games will be on October 13th, 14th, and 15th, in Mesa, Arizona.  We are willing to offer new events.  If there are ideas of new events to try in our games, please contact us.

ENTRY FEES

 

The entry fee for the Mesa Police/Fire Games is $50.00 per person. Each competitor who pays the $50.00 can enter all the events they wish.  There are some events that require additional fees. Those events are listed on the front of the application.  Late fee is $10.00.

 

We suggest that you play in as many events as you care to, so you can get more fun for your money. A good example would be to bring a coed softball team for daytime play, and have the females play women’s softball at night, while the men play at night also, at no extra cost. There are several other options open also for entering day and night events, at no extra cost.

We have provided you the opportunity to pay the entry fee by credit card.  If you are concerned about security of the credit card number, we also will accept payment by credit card over the phone.  To do this, you just need to mark the application that you wish to pay by credit card over the phone.  We will call you or e-mail you once we receive your application.  The number could be given to us at that time and we can run it through our machine while you are still on line with us.  We accept Visa and Mastercard only. 

 

We will also be accepting credit card payments at registration for all those who enter late, but there will be a late fee of $10.00 added to the entry fee.  We sell souvenir shirts at registration along with other items.  A Visa or Mastercard will be accepted for those as well.

For and in consideration of the granting permission to participate in the 2004 Mesa Police/Fire Games, hosted by the City of Mesa PD, City of Mesa Fire Department, City of Mesa, and the Mesa Police/Fire Athletic Association, being held in and around the City of Mesa, and the County of Maricopa, October 13th – October 17th, 2004.  The undersigned, on behalf of him/herself, his/hers heirs, executors, administrators, and assigns, hereby fully releases and discharges all communities, agencies, and the Mesa Police/Fire Athletic Association and its members, agents, and employees for damages which undersigned hereafter the signing of this agreement have against the aforementioned communities, and sponsoring agencies, and their successors arising out of any bodily injury of any sort or nature suffered by the undersigned by reason of his/her voluntary participation in any of the activities of the 2004 Mesa Police/Fire Games.  The undersigned has read this release of liability and fully understands and acknowledges the significance of said General Release of Liability, hereby assumes full responsibility for any injuries, damages or losses that he/she may incur from the above mentioned participation in any of the activities of the 2004 Mesa Police/Fire Games.

 

This release is freely and voluntarily executed by the undersigned, and the undersigned, in executing the General Release of Liability, does not rely on any inducements, promises, or representations made by the Mesa Police/Fire Athletic Association and/or its members/agents/employees/servants.

This will be a sanctioned tournament (80% of 200).  The highest book average from 2003/2004 will be used.  Each bowler must provide a copy of his or her book average prior to bowling.  If a bowler does not have a book average from 2003/2004, then the highest book average from 2002/2003 will be used, then 2001/2002 if no 2002/2003 book average exists.  If a bowler has no book average available from 2001 – 2004, we will accept any averages from a past police or police/fire games, starting with the most recent. (Bring verification, or if using an Arizona games, make sure we have it on record).  If you do not have any averages on record from 2001-2004, we will use an average of 200.

Information:

This will be a handicap tournament.  There will be up to 4 divisions.  Separate Male and Female tourneys.  A ,B, C, D divisions if enough entrants.  The team event will take place on Thursday and the singles and doubles will take place on Friday.  Each event will consist of three (3) games.  There will be five (5) bowlers on each team.   Teams may consist of any combination of male and female bowlers, but we do offer a women’s team tourney.  The doubles event will consist of two (2) male bowlers or two (2) female bowlers, but men’s doubles can be mixed.  The cutoff for A, B, C, D divisions will be determined after apps are received.

Requirements:

Your $50.00 entry fee will cover the bowling fee for any and all events (singles, doubles, and team).  If you wish to bowl for medals in the “ALL Events” tournament, Please Specify, but still no extra charge.

Cycling Road Race

Location:

Race starts near the intersection of Bush Highway and Usery Park Road north of  East Mesa.

Friday, October 15 2004

Time:

Check in at 0700, Race starts at 0800.

Format:

Standard MPFAA age brackets for men and women. The course is two laps of an 18 mile loop, the second lap is reversed from the first, 36 total miles. This is an open desert road with several moderate climbs as it makes its way along the Verde / Salt  River bottom before climbing out into the desert.  A paved six foot wide bike lane is available for approx. 80% of the ride, traffic should be light. Mass start will depend on number of participants.

Information:

Attempts will be made for flat/wheel support if possible.  Check out the “Triple Crown.”

Requirements:

Information:

Standard Tournament rules  (to be provided). Sign up at the lake Tuesday evening from 1800 – 2000, located in the wash just South of the main launch, and also Wednesday morning from 0430 to start.  There will also be a Cash Only money tournament that you can sign up for at the lake.  Do not send it in with entry form.  Entry fees for this side tourney will be nominal, $50 per team, and $25 for big fish, 100% payback.  Forms will be there at the lake for this tourney.  You must enter the games to fish the cash tournament.  If you do not get registered with MPFAA prior to the event, call me to work out late registration at the lake.  I will have applications at the lake.  Come spend the night before with us at the lake.  The weather has been great.  We will be camped in the wash cooking steaks (BYO)  and telling lies.  Door prizes to be given away after the event.

Requirements:

Boats must be US Coast Guard approved, , Aerated  Live Well on board, AZ fishing license. Life vests must be worn whenever the combustible engine is running. Kill switch,  no live bait or trolling.  Only artificial lures.  Only one fishing pole in water at a time.  No alcohol allowed during tourney hours.

Duty gun and duty gear.  This class is limited to Department Issued Handgun and Gear Only.  No race guns, competition guns, or holsters allowed.  Holsters must have a thumb break and/or retention strap.

USPSA limited class; No comps (except for factory comps, IE Glock “C” model firearm), and/ or optics allowed.  

USPSA Production Class. Duty type guns, no race holsters, 10 round mag limit, all equip (holster / mag pouches) must be worn behind the hip bone.

USPSA Limited 10 Class. Mostly set up for 1911 shooters.  Same rules as the limited class listed above.

Revolver Class.  Same rules as “Duty Gun Class” except the competitor must use “duty revolver” or similar type.  No comp guns and/or optics will be allowed.

Open Class.  USPSA “Open Class.” 

Information:

Competitors may only compete in one class.  Modified IPSC format using IPSC targets, and steel targets.  Modified IDPA scoring will be used.  All steel will be calibrated to minimum of 135 power factor.  No light loads.  4-6 stages.  Bring at least 200 rounds of ammunition to be included for a team shoot.  Team shoot shall consist of an all steel course of fire, and will take place after all individual stages have been completed.  Check out 3-Gun

The powerlifting event will be as follows:  Squat, Bench, Dead-lift.  The Benchpress event will run simultaneously with the bench portion of the powerlifting competition.  All weight divisions will lift at the same time.  The weight on the bar will be announced and all lifters attempting that weight will be required to lift regardless of weight division.  Each contestant must declare their first attempt weight for each event at the time of check-in.  Early weigh ins will be on Friday October 17th at Mesa Fire Sation 201 @360 E. 1st Street, from 1700 to 1900.  A.A.U. powerlifting rules will apply.  Weights will be in pounds for all lifts and weigh ins.  Maps will be at registration.

Skill level players will need to specify their appropriate division, and there will be an A & B bracket within each division if there are at least 6 entrants in that division.  With less than 6 entrants, there will be a round robin format.  If there are not enough women in any tourney, they will be given the choice to withdraw or compete against the men.  Age categories may be combined if necessary to assure a quality tournament.

Information:

Players can enter all the tournaments they wish and the coordinators will make efforts to avoid conflicting games.  Please realize that you will be playing a lot of racquetball in 3 days if you enter all singles and all doubles.                                         

It is very important to list the proper categories on the application.    Don’t just put “racquetball.” List all desired

Requirements:

Please list the division that you feel you belong in according to the following criteria.  The coordinator may change your division if you err in your choice.

Open – You already know who you are, so don’t sandbag.

A – If you have won a gold medal in the B division in any police games or police/fire games, or if you 

      normally play in the A division in state tournaments outside the police games and police/fire games.

B – If you have ever won a gold medal in a C division in any police games or police/fire games, or if you

      have competed in any B division tournaments outside of the police games or police/fire games. 

C – If you have ever won a gold medal in a D division in any police games or police/fire games, or if you

      have competed in any C division tournaments outside of the police games or police/fire games. 

D – If you are somewhat experienced in racquetball, have never won a gold medal in a C division or higher. 

Novice – If you have never played in a tournament before other than recreation or put on by your own

      personal health spa. Players in this category should not be very competitive or able to beat players in the

      higher classes.

Rifle High Power

Location:

High Master, Master, Expert, Sharpshooter, Marksman, Unclassified. 

Course of Fire:       NRA 80 shot national match course

                               20 shots slow fire standing (200 yards)

                               20 shots rapid fire sitting (200 yards)

                               20 shots rapid fire prone (300 yards)

                               20 shots slow fire prone (500 yards)

Information:

NRA rules shall apply.  Open sights only.  Spotting scopes will be allowed.  No armor piercing or tracer ammunition allowed.  Shooters will be given a three (3) minute prep period prior to each relay.  Team scores shall be comprised of the aggregate of individual matches.

NRA 50 shot three (3) position. 20 shots prone, 20 shots standing, 20 shots kneeling.

Information:

The course of fire shall consist of 60 shots with unlimited sighters.  The target used will be 50 meter A50 target.  NRA smallbore rules shall apply.  Iron sights only.  Shooters will be given a 3 minute prep time prior to their relay.  Squading will be done prior to the first relay.  Team awards will be made by totaling individual scores.

Information:

NRA smallbore rifle rules shall apply.  This is an “Any Sight” match.  NRA type classifications for this event.  Scoring will depend on the number of shooters entered.

Soccer

Location:

Red Mountain Soccer Complex, Thursday and Friday, the new Quail Run Park on Saturday  (maps available)

Date:

Thursday, Friday, and Saturday, October 14, 15, and 16, 2004  

Time:

0800 –1600

Format:

Modified FIFA rules with unlimited substitutions at the referee’s discretion.

Information:

Two 35-Minute Halves.  No extra time.  Ten Point Round Robin/Bracketed Round Robin System depending on number of teams.  If bracketed, teams will be divided into A and B brackets. A medal round will determine the medal winners.  The medal round will be played with two 45-minute halves with two 10-minute overtimes if needed.  The golden goal (Sudden Death) will determine the winner during overtime periods.  If game is still tied after overtime periods, penalty kicks will determine the winner.  Five players selected by their respective teams will take the penalty kicks.  The penalty kicks will be taken one at a time with teams alternating with each kick.  The system used to divide the skill levels will be determined after it is known how many teams are entered.  Teams in the medal round will be determined by number of points accumulated.  Each team receives 6 points for a win, 3 points for a tie and 0 points for a loss.  Teams receive an additional point for each goal scored per game up to 3 goals.  Teams also receive 1 point for a shutout.  A maximum of 10 points can be received for each game.  Tiebreaker will be determined first by head to head, second by goal difference (goals scored minus goals allowed) third by number of goals scored for the preliminary rounds. Any player receiving two yellow cards or a red card will be ejected from the game, but may be eligible to play in the next game.  The degree of flagrancy that earned the red card will determine if the player is allowed to continue in the tourney or not (coordinator’s discretion).

                                                               Softball Men’s Open

Location:

Red Mountain Park, and Skyline Park. Possibly will include Riverview on Saturday (all in Mesa)

Date:

Thursday, Friday, and Saturday, October 14, 15, and 16, 2004

Time:

1700 to 2300 Thursday and Friday.  0800 to finish on Saturday (usually 2000)    Ask us to e-mail you the rules

Format:

Round Robin on Thursday and Friday to determine A,B, and C teams.  On Saturday there will be three separate tournaments.  There will be an “A”, “B”, and “C” tournament.  All teams go to tournament on Saturday.  All Saturday tourneys will be double elimination and will be for medals.  The “C” tournament will finish earlier on Saturday, since there are not usually as many teams involved.  All tourney teams chosen in all 3 divisions.

Information:

No restriction on playing in other tourneys.  You may play in any other softball tourneys (except women’s).

Requirements:

No extra fees.  Coach’s meeting will be at the host hotel on Thursday at 1400.  A representative must be at the meeting if at all possible.  There will be a draw, any changes announced, and instructions for bad weather.

Softball Women’s 

Location:

Same fields as the men’s softball.

Format:

Round Robin followed by a tourney.  Will be formatted to give as many games as possible, but still finish all games Friday night.  All-Tourney team will be chosen. 

Information:

No Additional Fees.  Women will play with an 11” ball. 

Requirements:

There will be a coach’s meeting at the host hotel on Thursday, October 14th, at 1400.  You must have a representative attend the meeting if possible.  We will draw, announce any changes, and go over bad weather plans.

Format:

All teams will play round robin on Thursday and Friday. Tournament will start on Friday and finish on Saturday. All Teams will go to either an “A” or a “B” tournament on Friday.  Both tourneys on Friday will be double elimination.  There will be an All-Tourney team chosen for each division.

Information:

Players can also play in the 40+, 35+, and a nighttime tournament.  There will be men’s open, and a women’s open tourney at night.  Females will hit an 11” ball.  Coed line will be used.  12 person lineups allowed. No players can use a bat greater than 1.20.

Requirements:

No Additional fees.  There will be a coach’s meeting at the host hotel on Wednesday, October 13 at 1700 hours.  A representative must attend if possible for a tourney draw, any changes, and bad weather plans if necessary.

Format:

Two classes:  Iron sighted rifle and Scoped rifle -  scoped rifle may only have one optic.  Rifles must have a sling that provides retention.  Rifles may have a compensator/muzzle brake. No bipods allowed.  Shotgun speedloaders are not allowed.  Handguns may not have optical sights or compensators/muzzle brakes.  However, handguns may be ported if your agency authorizes this feature (such as the Glock "C" Model).  Holsters must be of a tactical/duty configuration.   Round count:  125 rifle, 100 pistol, 75 shotgun (no slugs will be required).  NO ARMOR PIERCING AMMO (SS109 etc.) for rifles.  Use will result in Match DQ and fine for target replacement.  3 man team shoot will follow match.  Sign up at match.

Competitors need to bring equipment both days.
