On Tuesday, February 2, 2010 from 4:00PM to 10:00PM, officers from the Temecula Police Department’s Traffic Division conducted a covert surveillance operation designed to apprehend repeat DUI offenders based on information gathered from the public.

At about 6:15PM, a red and white Mini Cooper, being driven by 65-yr-old Raymond David Lough of Temecula was seen by an officer driving north on Davenport Ln. and St. Augustine and subsequently stopped.
