On January 22, 2010, at approximately 1951 hours, a deputy from the Southwest Sheriff’s Station was on patrol near the area of the Pechanga casino. While in the area, the deputy contacted a pedestrian identified as Richard Lucien, 22 years, and determined he was under the influence of a controlled substance. Further investigation revealed Lucien was also in possession of fictitious checks belonging to a victim who resides in Orange County. The checks were made out to Lucien and two other suspects, identified as Stephanie Paris, 30 years, and Emmett Grantham, 37 years.
As the deputy continued the investigation into the stolen checks, Paris and Grantham were located near the casino. Upon contact with the subjects, both of them were also determined to be under the influence of a controlled substance. Further investigation revealed Paris and Grantham were in possession of methamphetamine, narcotics paraphernalia, fictitious credit cards, fraudulent checks, fraudulently-obtained BlackBerry cell phones and a label maker used to commit other fraud-related crimes. Both suspects admitted earlier in the day they tried to use the fictitious credit cards to purchase a room at the casino. Lucien, Paris, and Grantham were arrested and booked into the Southwest Detention Center for several narcotics and fraud related crimes.
