On July 20, 2019, at approximately 10:00 p.m., Riverside Sheriff’s Dispatch was contacted by citizens in the area of Encanto X McCall, Menifee, of approximately 50 vehicles gathered in the area driving recklessly and doing, “Burnouts.” The Riverside County Sheriff’s Department S.T.R.E.E.T. team had also received information that an organized, “Park and Chill,” was being hosted in that area by a group suspected of numerous past organized illegal street races. S.T.R.E.E.T., along with units from the Perris Sheriff’s Station, Moreno Valley Sheriff’s Station, and Riverside Community College Police Department responded to the area to investigate.  

Shortly after this information was received, citizens began reporting several vehicles were currently engaged in an organized illegal street race on Morgan St. X Redlands Blvd., city of Perris. S.T.R.E.E.T., along with the assisting units, converged on the area immediately. Six suspects in four vehicles were immediately detained, including two who were active participants in the illegal street race. Numerous vehicles fled from the area, many of which left behind evidence of colliding with each other in their attempt to flee.  As of this time, none of those collisions have been reported to law enforcement, nor have any injuries as a result of collisions at that location been reported. Evidence and subsequent interviews at the scene revealed the organized, “Park and Chill,” in Menifee and the organized illegal street race in Perris was the same group of cars.

As a result of the investigation five adults later identified as Luis Ruiz, 19, Lake Elsinore, Seta Gillman, 20, Menifee, Johnathan Skala, 32, Chula Vista, Omar Rahman, 20, San Jacinto, Austin Aaron, 19, Menifee, were all arrested for crimes related to illegal speed contest. A juvenile was also detained at the scene and later released to his parents. All five adults were booked at the Robert Presley Detention Center, and their vehicles impounded for 30 days. The investigation into the incident is on-going.

Illegal street racing is dangerous, destructive, and far too often a deadly event in Riverside County. The Riverside County Sheriff’s Department, in partnership with local allied agencies, are taking a zero-tolerance approach to this illegal activity in an effort to reduce the cost to taxpayers having to repair the damages caused by these events, but most importantly to reduce the danger to the public caused by the participants of these events who often drive their vehicles with wanton disregard for public safety. Participants, as well as aiders and abettors, will be identified through collaborative law enforcement efforts and prosecuted for the multitude of crimes resulting from these illegal acts.
