On December 13, 2017, at approximately 8:58 A.M., officers from the Lake Elsinore Police Department, Lake Elsinore Sheriff’s Department, and PAC Team officers responded to the report of a stolen vehicle at the 18000 block of Cambern Avenue, Lake Elsinore.  A victim of vehicle theft directed responding officers to the 21000 block of Terrace Avenue, in the unincorporated area of Good Hope.  Using GPS tracking systems, the victim had located the precise location of his stolen vehicles.  

While at the Terrace Avenue location, officers located the victim’s vehicles. Furthermore, officers discovered parts from stolen vehicles, additional stolen vehicles, license plates, evidence of overt efforts to conceal VIN information, and evidence of an organized auto theft ring. 
The suspect, later identified as Rafael Quintero, 27, a resident of Good Hope, was arrested and subsequently booked into the Cois Byrd Detention Center in Murrieta for maintaining an organized auto theft ring.
