Sheriff Stan Sniff promoted Lieutenant Jim Armstrong to the rank of Captain this morning, December 20, 2017, in Riverside.  Captain Armstrong will command the Communications Bureau following the retirement of Captain Michael Lind.  In this assignment, Captain Armstrong will oversee Sheriff’s Dispatch, Sheriff’s Fleet Services, and the Information Services Bureau (ISB).

Captain Armstrong is a 22-year veteran of the Riverside County Sheriff’s Department.  Following graduating the academy in 1995, Captain Armstrong was assigned to the Corrections Division at the Indio Jail.

In 1997, Captain Armstrong was transferred to Field Operations where he was assigned to the Indio Station and worked patrol.  During his time at the Indio Station, Captain Armstrong also worked in assignments serving on the La Quinta Special Enforcement Team.  In 2003, Captain Armstrong promoted to the rank of Investigator within the Indio Station where he was assigned to the Coachella Special Enforcement Team working various criminal cases.

In 2005, Captain Armstrong was promoted to the rank of Sergeant and was assigned to the Palm Desert Station.  After supervising patrol, he oversaw the Investigations Bureau.

In 2008, Captain Armstrong was promoted to the rank of Lieutenant and assigned to the Indio Station.  Lieutenant Armstrong oversaw Patrol Operations, Administration and the Investigations Bureau.  Captain Armstrong also oversaw the transition of the Indio Station to the Thermal Station in April 2012.

In June 2012, Captain Armstrong was transferred to the Special Investigations Bureau (SIB), where he oversaw the Administration functions and the Narcotics Bureau.  In April 2017, Lieutenant Armstrong was transferred to the Communications Bureau, where he oversaw Sheriff’s Fleet Services and the Telephonic Reporting Unit (TRU).

Captain Armstrong was raised in Riverside and obtained a Bachelor of Science degree from Southern Illinois University, Carbondale.  Captain Armstrong is also a graduate of the Sherman Block Supervisory Leadership Institute (SLI).  Captain Armstrong lives in Orange County, where he and his wife are raising their two children.
