Introduction
Purpose:
Supervised Electronic Confinement Program (S.E.C.P.) offers a safe, cost effective, alternative for selected minimum security, low-risk, non violent offenders; subject to approval of the Riverside County Sheriff’s Department.Advantages:

- Receive own medical care
- Meet child care responsibilities
- Attend Counseling
Cost Based on Your Hourly Wage
If your hourly wage is: Daily Fee*: $ 7.00 $10.00 $ 8.00 $10.00 $ 9.00 $10.00 $10.00 $11.00 $11.00 $12.00 $12.00 $13.00 $13.00 $14.00 $14.00 $15.00 $15.00 $17.00 $20.00 $22.00 $25.00 $28.00 $30.00 $33.00 *Additional fees will be charged for breath or urine testing if required. Sentences of 4 days or less will be charged a minimum of $100
You must have basic analog telephone service.
No Call Waiting, Voice Mail, Call Forwarding, Call Blocking, Caller ID, or "Dial up" internet etc.
Phone service can not be through a cable or internet provider.
You must disconnect:
- Answering Machines
- Cordless Phones
- Fax Machines
Eligibility
Eligible offenders:
- Sentenced to “weekends” or work programs
- Pre-trial, pre-sentenced with approval from the Court.
- Live in Riverside County or within a reasonable distance.
- Have a working telephone with no added features on the line
- Able to spend a minimum of 12 hours in the house each day
- Able to pay the daily fee
- Agree to adhere to the rules, regulations, and requirements of the S.E.C.P.
You are not eligible if:
Failure to comply:
- You cannot cooperate due to mental conditions
- You have behavior problems such as: excessive failure to appear violations, or have been previously terminated from SECP for non-compliance.
Failure to comply with the rules/regulations of the S.E.C.P. will result in immediate termination from the program and a non-compliance notice will be sent to the court.

How does the program work?*
You must wear a transmitter on your ankle, and spend a minimum of 12 hours per day inside of your house. Depending on your employment status, you will be given 8 to 12 hours of “free time” everyday to work and take care of personal business.How much does it cost?
Costs associated with the program are determined on an individual case-by-case basis. It is based on a percentage of your income.What are the requirements?
Pending approval, each applicant will be required to:
- -Meet eligibility requirements (residency, equipment, etc.)
- -Provide a picture I.D., current telephone bill, most recent pay stub, and proof of enrollment in alcohol, drug, and/or counseling programs (if applicable).
How can I apply?
If you feel you can meet the terms and conditions briefly outlined in this handout and would like to be considered for this program, you need to appear on the date issued by the court between 9 am and 4 pm.
